Vietnam, Russia desire stronger paliamentary cooperation
VOV.VN - National Assembly Chairman Tran Thanh Man on December 2 received First Deputy Speaker of the Federation Council of Russia’s Federal Assembly A. V. Yatskin, who is leading a delegation of the Federation Council on a working visit to Vietnam from November 29 to December 5.
The top Vietnamese legislator welcomed the Russian delegation for a working visit, describing the trip as an important step in strengthening cooperation between the two legislative bodies and in promoting cooperation and direct exchanges between the Vietnam-Russia Friendship Parliamentary Group of Vietnam’s National Assembly and the Federation Council Group for Cooperation with Vietnam of the Federal Assembly of Russia. He said field visits and on-site exchanges in Vietnamese localities during the trip would help step up cooperation between Vietnamese Russian localities.
On the occasion, the NA Chairman conveyed his greetings to Russian President V. V. Putin, Chairwoman of the Federation Council V. I. Matviyenko, and Chairman of the State Duma V. V. Volodin.
Vietnam always follows closely developments in the Russian Federation and congratulated the country on the many important achievements it has recorded in socio-economic development, noting that these accomplishments cannot be separated from the significant role and contributions of the Federation Council, Man told his host,
He affirmed that the Party, State, National Assembly and people of Vietnam have consistently cherished the memory of and expressed deep gratitude for the support extended by the Soviet people, including the fraternal people of Russia, during Vietnam’s past struggle for national independence, as well as for the close and effective cooperation provided by today’s Russian Federation in the country’s development cause.
On the foundation of the comprehensive strategic partnership established between the two sides more than two decades ago (2002-2025), Chairman Tran Thanh Man stressed that the high level of political trust remains an important basis for both sides to further tap cooperation potential for the benefit and development of the two nations.
For his part, the First Deputy Speaker of the Federation Council of the Russian Federal Assembly said he was pleased to meet again with NA Chairman Man, and thanked the Chairman and the Vietnamese National Assembly for the warm and thoughtful reception extended to the delegation, and affirmed that the close attention and guidance of the NA Chairman have always served as a driving force for promoting parliamentary cooperation.
Yatskin conveyed the greetings of Federation Council Chairwoman V.I. Matviyenko to Chairman Tran Thanh Man and stressed that the Russian Federation’s top leaders highly value the traditional friendship and comprehensive strategic partnership with Vietnam, regarding Vietnam as one of Russia’s leading and most important partners in the region.
Both sides stressed that 2025 holds special significance in the history of each country and in bilateral relations, noting that they have taken part in many important activities and commemorations hosted by each other and jointly organized a wide range of events marking the 75th anniversary of diplomatic relations, showing the traditional friendship between the two nations.
Host and guest agreed that the Vietnam-Russia comprehensive strategic partnership is seeing positive developments, while bilateral cooperation in trade, investment, and economic fields has been enhanced in a practical and effective manner, particularly in agriculture, forestry, fisheries, and food security. They also noted that the expansion of direct air routes has contributed to boosting people-to-people exchanges, tourism, and commercial ties between the two countries.
NA Chairman Man called on the Federation Council to support and encourage localities of both countries to expand and strengthen direct cooperation, establish new partnership pairings to meet development needs, and maximize the respective strengths of each locality.
In response, Yatskin affirmed that there remains considerable untapped potential in bilateral cooperation and said that one of the Council’s key tasks is to augment cooperation between local administrations of the two countries.
He thanked the Vietnamese side for arranging site visits for the delegation to localities including Can Tho city and Khanh Hoa province to explore opportunities for strengthening subnational cooperation, and expressed readiness to work with the National Assembly of Vietnam to support localities in effectively carrying out signed cooperation agreements, as well as concluding new documents as a basis for further expanding ties.
The two sides agreed to increase information sharing to support broader linkage between localities of both countries, with a view to intensifying people-to-people exchanges and expanding cooperation in economic and trade ties, investment, culture, education and training, and tourism.
The host leader also hailed the positive results achieved through parliamentary cooperation in general and between the National Assembly of Vietnam and the Federation Council in particular, highlighting the proactive and responsible role of the Vietnam-Russia Parliamentary Friendship Group of the National Assembly of Vietnam and the Group for Cooperation with the National Assembly of Vietnam of the Federation Council. He said the agreement signed in September 2024, together with the action plan for the 2024-2025 period agreed by the two sides, has been implemented seriously by the two legislatures, with many assigned tasks already fulfilled.
Both sides consented to jointly study and draft a new cooperation plan for the next phase.
The Russian leader conveyed words of sympathy and condolences over the loss of life and property caused by recent natural disasters in central Vietnam. On behalf of the Party, the State, the National Assembly and the Vietnamese people, NA Chairman Tran Thanh Man expressed gratitude for the valuable moral and material support extended by senior leaders, relevant agencies and the people of Russia to help Vietnam recover from and overcome the aftermath of the storms.
