Vietnam praised for chairing NPT Review Conference despite no final outcome document

VOV.VN - The 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT RevCon 11) officially concluded at the United Nations headquarters in New York on May 23 after four weeks of meetings, with many countries hailing Vietnam’s role as conference chair despite the failure to adopt a final outcome document.

The closing session was attended by United Nations Under-Secretary-General and High Representative for Disarmament Affairs Izumi Nakamitsu, delegates from the 191 NPT member states and representatives of relevant international organisations.

The conference adopted conclusions, recommendations and reports of NPT RevCon 11, along with technical arrangements for the next review cycle. Although member states failed to reach consensus on a final outcome document, mainly due to deep and irreconcilable differences among several countries, the conference showed  a spirit of frank dialogue and efforts to maintain the treaty’s role and vitality in international peace and security.

Speaking at the closing session in his capacity as conference president, Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations, stressed that despite the absence of a consensus document, all member states continued to share the common goal of a world free of nuclear weapons and had maintained dialogue amid global instability, fragmentation and a lack of trust.

He commended delegations for their flexibility and willingness to compromise throughout the negotiation process, affirming that the NPT remains the cornerstone of the global nuclear disarmament and non-proliferation architecture. Giang also underscored the responsibility of member states to maintain and strengthen the treaty to ensure it remains relevant amid rapidly changing international security conditions.

During discussions at the closing session, representatives of many countries and groups, including the Association of Southeast Asian Nations (ASEAN), the Non-Aligned Movement and the European Union (EU), expressed regret that the conference failed  to adopt a final outcome document for the third consecutive cycle, while reaffirming that the NPT remains the “cornerstone” of the international security architecture.

All delegations highly valued Vietnam’s performance as chair of NPT RevCon 11, recognising the chair’s efforts in guiding the conference and negotiations towards greater transparency, while improving procedures to enhance effectiveness and adapt to new circumstances.

After nearly a month of intensive work, including dozens of formal and informal consultations and numerous side events, NPT RevCon 11 concluded with a message calling on member states to maintain their commitments and continue active cooperation towards the next review cycle in 2031, with the shared goal of a world free of nuclear weapons.

In a message issued after the conference concluded, UN Secretary-General António Guterres expressed regret that the conference was unable to produce a consensus outcome document. He called on all countries to fully utilise dialogue, diplomacy and negotiations to reduce tensions, lower nuclear risks and ultimately eliminate the nuclear threat altogether.

The UN chief also commended Vietnam, in its role as conference chair, for its tireless efforts to advance substantive outcomes aimed at strengthening the NPT and promoting the treaty’s objectives.

At a press conference following the closing session, Nakamitsu said that although NPT RevCon 11 had not reached consensus on a final outcome document, the chair’s leadership and efforts had brought new energy to the negotiation process, helping sustain dialogue and cooperation among member states amid increasing geopolitical fragmentation.
