Vietnam, Laos reaffirm comprehensive cooperation at top-level party meeting

VOV.VN - General Secretary of the Communist Party of Vietnam (CPV) To Lam and General Secretary of the Lao People's Revolutionary Party (LPRP) and President Thongloun Sisoulith co-chaired a high-level meeting in Vientiane on the afternoon of December 2 as part of the former’s state visit to Laos.

This is the highest-level cooperation mechanism, carrying special significance as it guides the development of the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos, ensuring deeper, more substantive relations that bring practical benefits to the peoples of both countries and contribute to regional and global peace, security, and prosperity.

During the meeting, both Parties leaders exchanged updates on their respective parties and countries; reviewed major and notable achievements in bilateral cooperation; discussed mechanisms to create breakthroughs in the relationship under new circumstances; and shared perspectives on regional and global issues of mutual concern.

The Vietnamese Party chief congratulated the Party and State of Laos on the successful and solemn organization of the 50th National Day celebrations, witnessed by large numbers of citizens and international friends, and emphasized that Vietnam has consistently prioritized the development of Vietnam-Laos relations as a top foreign policy objective.

Expressing thanks to General Secretary To Lam for leading the high-level Vietnamese delegation to attend Laos’ 50th National Day celebrations, General Secretary and President of Laos Thongloun Sisoulith underlined that the participation of Vietnam’s top Party and State leaders further enhanced the significance of this year’s National Day event.

The two leaders applauded the significant, comprehensive, and historically meaningful achievements attained by the two Parties, the two States, and the peoples of both countries, particularly in implementing Party Congress resolutions and preparing for the upcoming Party Congresses in each country. They expressed gratitude for the steadfast and sincere support the two Parties, the two States, and their peoples have extended to one another over time, and reaffirmed the importance of the special Vietnam-Laos relationship amid rapidly changing and complex regional and international developments.

They expressed their satisfaction with the deepening, effective, and substantive development of Vietnam-Laos cooperation. Reflecting on key achievements over the past year, the top Lao leader emphasized that both sides successfully implemented the high-level agreements between the two Parties and two States. Ministries, agencies, localities, and enterprises from both countries proactively carried out memoranda of understanding between the Parties, the States, and the Governments in a positive, effective, and practical manner. The close political relationship continues to serve as a solid foundation and driving force for beefing up cooperation across a variety of fields.

Both sides highly valued the increasingly close and effective defense and security cooperation, affirming it as a key pillar of bilateral relations. They coordinated successfully on numerous projects that help Laos strengthen its defense and security capacity and effectively implement high-quality cooperation plans and programs. The two countries also carried out the repatriation of remains of Vietnamese volunteer soldiers and experts who sacrificed their lives in Laos. They enhanced coordination with Cambodia to follow up on the outcomes of the trilateral meeting of the three Party leaders, reaching consensus on long-term development directions and prioritizing a close, strategically significant relationship among the three nations.

The two leaders also noted that economic, trade, and investment cooperation has received strong attention and encouragement, showing many positive developments. In recent times, leaders of both countries have closely supervised key cooperative projects to ensure they are implemented on schedule, contributing to improved living standards for the peoples of both nations. Cultural, educational, and scientific-technical cooperation has continued to be strengthened and achieved practical results. Cooperation among Party committees, government ministries and agencies, and other institutions has been intensified, along with enhanced people-to-people exchanges between central and local organizations.

The leaders of the two Parties and States assessed that the comprehensive cooperation between the two countries has made important contributions to socio-economic development, strengthened national defence and security, and maintained political stability and social order in each country. In the context of regional and global fluctuations, the two leaders affirmed their commitment to further deepen and enhance the great friendship, special solidarity, comprehensive cooperation, and strategic ties between Vietnam and Laos through the practical and effective cooperation mechanisms already in place. They also concurred to establish and implement new mechanisms as endorsed by the top leadership of both countries, thereby making a positive contribution to the process of realizing each nation’s development goals.

Both sides affirmed their efforts to further deepening the relationship between the two Parties and States, considering it the core pillar guiding the overall strategy for comprehensive Vietnam-Laos cooperation. They reiterated the consistent policy of both Parties and States to stand shoulder to shoulder, supporting and assisting each other in the processes of renewal, nation-building, development, and national defence. They sressed that the Vietnam-Laos and Laos-Vietnam relationship is a top priority in each country’s foreign policy, represents a model partnership of long-term strategic significance, and is one of the decisive factors for the success of the revolutionary cause in both nations.

They reiterated their intention to closely coordinate on strategic issues related to security and development, while jointly preparing for the successful organization of each Party’s National Congress. The two leaders emphasized and reaffirmed the strategic importance of further strengthening the pillars of defence, security, and foreign cooperation to maintain political stability, security, and social order, recognizing this as one of the key pillars of the special Vietnam-Laos relationship.

They showed determination to fully maximize the effectiveness of existing cooperation mechanisms, while continuing to innovate and enhance coordination across all fields. On this basis, the two countries will consider establishing new cooperation mechanisms as appropriate to further strengthen the special Vietnam-Laos solidarity, deliver tangible benefits to the peoples of both nations, and contribute to regional and global peace, cooperation, and development. The leaders also agreed to maintain timely information exchange, consult on stance, coordinate closely, and support each other at international and regional forums.

At the same meeting, Prime Minister Pham Minh Chinh and his Lao counterpart Sonexay Siphandone praised the achievements in economic, trade, investment, cultural-educational, and scientific-technical cooperation between the two countries. On economic matters, both sides consented to promote trade and investment as a key pillar of the Vietnam–Laos strategic linkage. They committed to effectively implementing joint statements, high-level agreements, and cooperation programs across ministries, sectors, and localities; strengthening connectivity and complementarity between the two economies; and actively resolving difficulties and obstacles encountered during the implementation process.

The two sides also discussed specific orientations and measures to enhance the effectiveness of economic and trade cooperation in the coming period, underlining the need for a strong, breakthrough transformation in economic, trade, and investment cooperation, positioning this sector as a strategic pillar commensurate with the political relationship and the potential of both countries.

They concurred to spur bilateral trade growth to reach the US$5 billion target soon and aim for US$10 billion in the near future; prioritize resolving outstanding obstacles; and strengthen connectivity, while focusing resources on key infrastructure projects such as the Hanoi-Vientiane Expressway, developing Vietnam-Laos industrial zones, and cross-border economic activities along the East-West Economic Corridor.

Both sides also highlighted the importance of creating a favorable investment and business environment and improving infrastructure connectivity to facilitate sustainable development of enterprises and mutual economic complementarity between Vietnam and Laos.

In addition, Vietnam and Laos will expand cooperation among Party and State agencies, the Fatherland Front, mass organizations, and civic groups; boost coordination and mutual support in socio-economic development, as well as ensure security and stability in border areas, thereby consolidating the special relationship between the two countries.
