Prime Minister Nguyen Tan Dung on December 7 presided over a conference to discuss measures to overcome the aftermath of Typhoon Durian with the participation of Deputy Prime Minister Truong Vinh Trong, representatives from ministries and sectors at all levels and leaders from the 13 typhoon-hit provinces and cities, including Ben Tre, Tien Giang, Tra Vinh, Vinh Long, Binh Thuan, Ba Ria-Vung Tau and HCM City.
Addressing the conference, Minister of Agriculture and Rural Development and Head of the Central Steering Committee for Flood and Storm Prevention and Control Cao Duc Phat reviewed relief efforts and measures to deal with the losses suffered by people in the affected areas.
At least 93 people were reported dead and missing and more than 1,000 people were injured after Typhoon Durian hit the mainland early on December 5. In addition, 808 fishing vessels sunk and thousands of houses were damaged or had their roofs blown off .
Although many localities had strictly implemented the Government instructions on storm control and prevention, there were a number of localities which were either irresponsible or inexperienced in guiding the implementation of storm prevention and control measures, thus failing to minimise the losses caused by the typhoon, Mr Phat said.
After hearing reports from Deputy PM Truong Vinh Trong and leaders of the Central Steering Committee for Search and Rescue and relevant ministries, PM Nguyen Tan Dung on behalf of the Party and State sent condolences to the victims’ families and asked localities to coordinate with the Government in helping people in the affected areas quickly resume their production activities and stabilise their lives.

The PM asked relevant ministries and localities to strictly implement 11 measures such as searching missing people, treating injured people, giving due care and assistance to the victims’ families, providing emergency aid to poor households, and repairing houses in the affected areas. Mr Dung said an amount of VND5 million will be extracted from the central budget to support each of the families having their houses totally destroyed and VND2 million to each of the families having their house roofs blown off.
Besides, it is important to control market prices, rebuild hospital and schools, restore electricity and water supplies and resume production activities as soon as possible while ensuring security and social order. Banks should extend loans and provide new loans to ship owners. Tax exemption and provision of plants and animals for farmers should be carried out.
At the conference, PM Dung decided to allocate VND150 billion from the central budget for the badly affected provinces including VND70 billion for Ben Tre and VND40 billion for Ba Ria Vung Tau.
