Senior officials from ASEAN member countries and their three dialogue partners (China, the Republic of Korea and Japan) met in Hanoi on July 21 to prepare for the ASEAN+3 ministerial meeting to be held in the afternoon the same day. 

They reviewed cooperation between ASEAN and the three dialogue partners in economics, finance, food and energy security, culture and social affairs, as well as coping with climate change.

They proposed solutions to realize the ASEAN+3 programme of action for the 2007-2017 period, promote the assistance mechanism for ASEAN, and increase economic cooperation and integration through the implementation of free trade agreements between ASEAN and China, the Republic of Korea and Japan. They also put forward solutions to early bring the Chiang Mai Initiative Multilateralisation (CMIM) Agreement to life.

Pham Quang Vinh, Foreign Minister Assistant and head of the senior Vietnamese officials delegation, said ASEAN plans to “expand and deepen substantial and effective relations” in order to support the building of an ASEAN community, and raise the bloc’s central role in the region.

An informal consultations conference for senior officials of the East Asia Summit (EAS) was also held on July 21. The officials discussed the implementation of agreements reached at the 4th EAS meeting in Thailand in 2009, including a joint statement on EAS cooperation, the establishment of regional economic surveillance mechanism, the Asian Bond Markets Initiative (ABMI), and the building of the East Asia free trade area.  

They also made recommendations concerning admitting Russia and the US to the East Asia cooperation mechanism, which will be tabled for discussions at the upcoming 17th ASEAN Summit in Hanoi this October.

The 5th East Asia Summit will also take place in Hanoi this October.
