President Nguyen Xuan Phuc's visit to Singapore achieves great success

VOV.VN - International public opinion and Singapore remain highly interested and appreciate the positive results of President Nguyen Xuan Phuc's recent visit which gives new opportunities to further develop the Vietnam-Singapore strategic partnership.

President Phuc touched down at Noi Bai International Airport in Hanoi late on February 26, concluding his visit to Singapore at the invitation of his Singaporean counterpart President Halimah Yacob.

In a recent media interview following the visit, Deputy Foreign Minister To Anh Dung stated that President Phuc's State visit to Singapore has contributed to carrying out the nation’s foreign policy outlined at the 13th National Party Congress. This will give priority to the comprehensive development of relations with neighbouring countries and ASEAN, including Singapore.

The island nation represents an important strategic partner for the country, especially in economic, trade, and investment co-operation, particularly after having just risen to become the second largest FDI investor in the Vietnamese market.

The visit marks the first direct high-level delegation exchange between the two countries after more than a two-year hiatus due to the COVID-19 pandemic, Deputy Minister Dung went on to say.

President Phuc is also notable for being the first foreign head of state to make a visit to Singapore since the initial outbreak of the pandemic.

According to Deputy Foreign Minister Dung, the visit will contribute to strongly promoting the strategic partnership with Singapore, strengthening the confidence of friends, international partners, and Vietnamese people both at home and abroad in terms of guidelines, policies, and the country’s future development. This will thereby create greater trust and encourage Singaporean businesses to do long-term business and expand their investment in the nation.

During the course of talks and meetings, leaders from both sides exchanged views on a host of issues in a comprehensive, profound, and substantive manner, in the spirit of trust and mutual understanding. The outcomes of this visit will serve to add a new dimension to the joint strategic partnership, bringing about a range of practical benefits to the people and business communities of the two countries. In addition, it will actively contribute to the building of a strong and united ASEAN community for the sake of peace, stability, co-operation, and mutual development in the region and the wider world.

Deputy Foreign Minister Dung said that with a busy schedule of nearly 30 activities, the Vietnamese State leader held face-to-face discussions with all of highest-ranking leaders of Singapore, as well as spending time to meet with leaders of leading international and Singaporean groups and business representatives. He also held meetings alongside the Vietnamese community, in addition to leaders of various ministries, sectors, and localities, all of which involved activities with Singaporean partners aimed at exchanging specific co-operation contents.

The visit achieved very comprehensive and sustentative results in terms of strategic significance.

The two sides reached a general consensus on major orientations to further deepen their co-operation in a multitude of fields, as well as issuing a joint press statement on strengthening the strategic partnership and co-operation for post-pandemic recovery.

They signed five bilateral co-operation documents in the fields of defence, economy-trade, intellectual property, digital economic co-operation, and people-to-people exchanges. Measures were also agreed upon in order to strengthen the relationship by intensifying delegation exchanges at all levels, effectively implementing bilateral co-operation mechanisms, and promoting key areas of co-operation within the framework of the Vietnam-Singapore Economic Connectivity Agreement. This primarily focuses on innovation, digital transformation, digital economy, along with green and sustainable development towards connecting the two economies via a digital platform.

The visit will ultimately contribute to attracting resources for economic recovery, whilst simultaneously sending a message of Vietnam's determination and strong commitment to promote production and business in the "new normal" to Singaporean and international businesses and financiers. The country is keen to boost reform and create favourable conditions for investors to conduct business locally.

Within the framework of the visit, the two sides signed and exchanged 29 memorandums of understanding and co-operation documents worth more than US$11 billion between Vietnamese localities and local businesses with Singapore and foreign partners in various field. This includes sectors such as trade, innovation, smart industrial park development, airport infrastructure, logistics, renewable energy, school construction, and environmental treatment.

Speaking at the Vietnam - Singapore Business Dialogue with the participation of leaders of nearly 100 major groups and enterprises of the two countries,  President Phuc applauded their practical and effective contributions, while also encouraging their investment expansion in areas needed by the nation. Efforts such as this can make an active contribution to the nation's sustainable socio-economic development.

Singaporean businesses all expressed their confidence in the increasingly improved business and investment environment in the Vietnamese market, affirming that they will continue to do long-term business and expand their investment in Vietnam.

The visit confirms that the country and Singapore are reliable strategic partners in many regional and international issues of mutual concern, with both sides agreeing to closely co-ordinate at international and regional forums, especially at the UN and ASEAN, while emphasizing the importance of maintaining ASEAN's solidarity, unity, and central role.

Both sides shared views on maintaining peace, security, stability, safety, and freedom of navigation and overflight in regional waters. The two countries underlined the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and of negotiations to finalise a substantive and effective Code of Conduct (COC) in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS).

The visit’s success is believed to help consolidate political trust and the strategic partnership between the two nations, taking bilateral ties to new heights.
