PM Chinh heads to Laos to co-chair 48th Vietnam-Laos Intergovernmental Committee meeting

VOV.VN - Prime Minister Pham Minh Chinh departed for Laos on the morning of December 2 to attend the meeting between the Political Bureaus of Vietnam and Laos and to co-chair the 48th meeting of the Vietnam-Laos Intergovernmental Committee, taking place from December 2-3 at the invitation of Lao Prime Minister Sonexay Siphandone.

The visit is designed to further consolidate and strengthen bilateral ties, reaffirming the two governments’ core coordinating role and overall strategic orientation in bilateral relations.

More than 60 years after the establishment of diplomatic ties, building on and reinforcing the tradition of their special solidarity, the two sides have agreed to elevate ties to a new level of strategic cohesion

The trip comes as political relations and strategic trust between Vietnam and Laos continue to be enhanced, with their core coordinating role and overall orientation in bilateral relations increasingly affirmed. Economic, trade and investment cooperation has recorded steady progress. Two-way trade reached US$2.25 billion in 2024.

During the past 10 months of 2025, bilateral turnover totaled US$2.56 billion. Both sides are working to lift two-way trade to US$5 billion within the next two to three years.

As of April 2025, Vietnam had 267 investment projects in Laos with total registered capital of US$5.63 billion. Many Vietnamese projects are operating effectively, making positive contributions to socio-economic development, generating employment and raising incomes for thousands of workers, while supplementing state budget revenues for Laos, particularly in telecommunications, banking, rubber cultivation and processing, and food and dairy production and processing.

Both sides continue to capitalize on existing cooperation mechanisms, especially through meetings and exchanges between the Party chiefs of the two countries and other senior Party and State leaders. At the same time, mechanisms are being reviewed and adjusted to better align with practical needs, alongside strengthened dialogue on strategic issues, orientations and policies related to security and development.

The two countries have jointly organized a range of major high-level diplomatic activities with notable success. Senior leaders from both Parties and States have conducted in-depth, comprehensive and substantive exchanges on key issues, with multiple major cooperation items and projects being conclusively resolved, creating fresh impetus for expanding practical cooperation and further deepening the close bonds between the two Parties and nations.

Defence, security and foreign affairs cooperation continues to record new progress, becoming deeper and more effective, and remains a key pillar of Vietnam–Laos relations. Cooperation in economic, cultural, educational and scientific-technical fields has seen positive developments. Cooperation among ministries, agencies, National Assembly bodies, mass organizations and localities of the two countries has also been stepped up and made increasingly substantive.

The two sides have achieved a number of the major objectives set out in the “Discussion on the Cooperation Strategy between Vietnam and Laos for the 2021-2030 period.” In particular, implementation of the bilateral cooperation agreement between the two governments has delivered practical outcomes, contributing to the consolidation and advancement of bilateral ties.

At the 48th meeting of the Vietnam–Laos Intergovernmental Committee, the two government delegations will review the implementation of agreements under the Vietnam–Laos cooperation plan for the 2021-2025 period and for 2025, and discuss and agree on cooperation directions and tasks for the 2026-2030 period and for 2026 to concretize the conclusions of the Political Bureaus meeting. Within the framework of the meeting, the two sides are set to sign several important cooperation documents, further translating shared cooperation orientations into concrete action in the time ahead.
