Proposals for dismissal and appointment of cabinet members to be submitted to NA

VOV.VN - The Minister of Home Affairs has called for the finalization of National Assembly (NA) resolutions on the dismissal and appointment of certain government members, which will be submitted at the ninth extraordinary session of the legislature on February 12.

Minister of Home Affairs Pham Thi Thanh Tra made the request at a recent monthly meeting of the ministry.

Outlining key tasks for February, she urged ministry units to focus on providing thorough advice and preparing all necessary documents for the upcoming session.

Shr underlined the need to finalize the proposal for amending the Law on Cadres and Civil Servants, submit to the National Assembly a resolution on the structure and number of government members for the 15th National Assembly, and present resolutions on the approval of dismissals and appointments of government members.

The minister also stressed the importance of completing the government’s mid-term report on the restructuring of district- and commune-level administrative units for 2023-2025, as well as preparing a report for the ninth session on salary reform, pension adjustments, social insurance benefits, preferential allowances for people with meritorious services, and social assistance policies.

Another priority for February is developing a plan to review and assess civil servants and public employees under the ministry’s management, ensuring compliance with the requirement to reduce the number of state-funded personnel by at least 20%.

According to Minister Pham Thi Thanh Tra, ministry units must stay highly focused on advising the government on key organizational matters.

This includes supporting the Steering Committee in reviewing Resolution No. 18 and assisting ministries, ministerial-level agencies, and government-affiliated bodies in drafting decrees that define the functions, duties, powers, and organizational structures of ministries, sectors, and specialized agencies under provincial- and district-level People’s Committees.

She also called for the timely finalization of restructuring plans to ensure a seamless transition without disruptions, with all preparations to be completed by February 10 for implementation starting March 1.

Additionally, the minister underscored the need to provide guidance on carrying out policies related to organizational restructuring, workforce streamlining, and improving personnel quality based on job positions. The restructuring of public service units at ministerial, sectoral, and local levels must also be completed in alignment with Resolution No. 19, while ensuring greater financial autonomy.
