Government chief calls for green, digital, smart logistics development

VOV.VN - Prime Minister Pham Minh Chinh has urged the logistics sector to scale up governance reform, strengthen supply-chain links and accelerate digital and green transformation, thus enabling Vietnamese firms to expand regionally and globally.

He made the remarks at the Vietnam Logistics Forum 2025 in the central city of Da Nang on November 29, with the participation of more than 500 domestic and international delegates.

The forum, themed “Vietnam Logistics-Rising into the New Era,” is the country’s premier logistics event, aiming to boost logistics services, tighten links between logistics and manufacturing and trade, and provide a platform for dialogue on urgent domestic and international logistics issues.

At the opening, PM Pham Minh Chinh and participants launched a fund-raising drive for central and Central Highlands localities affected by storms and floods. The forum received VND 308 million to be disbursed by the Da Nang Committee of the Vietnam Fatherland Front to affected residents.

Vietnam has been recognised by international organisations as a top-10 emerging logistics market, ranks in the top four regionally on logistics opportunity indicators, top five in ASEAN and top 40 globally on logistics performance index (LPI). Nevertheless, delegates said the sector still lags behind the country’s potential. High logistics costs, fragmented infrastructure links, uneven regional connectivity and a shortage of skilled personnel remain major constraints.

Key bottlenecks include an early-stage digital and green transition, and the absence of shared national data sets-problems that require coordinated, feasible solutions to unlock investment and spur sector development.

Thomas Sim, President of the International Federation of Freight Forwarders Associations (FIATA) emphasized that Vietnam should leverage its strategic position at the heart of global production, maritime networks and regional corridors, while ramping up cooperation between logistics companies and local authorities to connect supply and demand both domestically and with international partners.

He also noted that integrating airports, seaports, domestic logistics hubs and cross-border information infrastructure, along with measures such as green ports, electric transport vehicles, renewable-energy warehouses, and emissions monitoring and compliance systems, would enable Vietnam to lead the green transition.

Sim further pointed out that Vietnam needs to seize the opportunities presented by the boom in cross-border e-commerce, including AI-based cargo sorting, automated fulfilment centres, and integrated logistics payment ecosystems.

Government targets and policy direction

To help the sector grow at an average annual rate above 10% over the next five years, the Government has set targets including: logistics value added reaching 6-7% of GDP; average annual growth of 15-16%; and logistics costs falling to the global average of about 11% of GDP. The Government leader called for institutional reforms to create stable, coherent, transparent and practicable logistics policies, cut administrative burdens and remove barriers that raise costs for households and businesses.

“Develop green, digital, smart logistics,” the PM said. He defined “green” as sustainable and people-centred development, and “digital” as fast, modern transformation that links logistics databases to lower carbon emissions. He urged expanded international cooperation on low-carbon logistics and set a strategic goal of maintaining a 20-25% share of value added by 2030.

Chinh asked for accelerated training to build a green logistics workforce and encouraged the growth of multinational logistics firms to join global value chains. He called for mechanisms to mobilise resources for green, digital and modern logistics infrastructure.

He urged smart logistics governance through closer connections among businesses, regulators, customs, banks, insurers and carriers. He recommended policies to spur innovation, entrepreneurship and tech startups,  especially platforms for transport matching, warehouse management and e-commerce fulfilment, and stronger international logistics links to lower costs and boost competitiveness.

The Government assigned the Ministry of Industry and Trade to implement the National Strategy on logistics services for 2025-2035 with a 2050 vision. The Ministry of Finance was asked to restructure international and domestic supply chains and recognise logistics infrastructure as foundational, free-trade zones as growth drivers, and green and digital development as central priorities. The Ministry of Construction was tasked with planning transport networks that connect national logistics hubs with seaports, dry ports and bonded warehouses.

PM Chinh reaffirmed the Government’s commitment to political-social and macroeconomic stability, broad decentralisation and rights delegation, and resolute measures to remove economic bottlenecks. He laid stress on enhancing green supply chains, cutting compliance and input costs, and creating a predictable, competitive investment climate with transparent enforcement and accountability. He also urged continued investment in modern spatial planning and climate-resilient infrastructure.

The Government leader called on the logistics community to renew governance, link value chains, accelerate digital and green transitions, and embody the spirit of “self-reliance, resilience, innovation, creativity, unity and cooperation” as firms expand across the region and the world. He hoped the forum would spread the message “Solidarity-Creation-Cooperation-Trust” and help build a national logistics ecosystem that is smart, modern, green-digital, competitive and efficient.
