Public investment disbursement must be stepped up, says PM

VOV.VN - Prime Minister Pham Minh Chinh requested on September 28 that various ministries, agencies, and localities speed up and increase the efficiency of public investment disbursement, which is currently going slow nationwide.

According to PM Chinh, public investment disbursement is an important and urgent matter which contributes to stimulating aggregate demand, promoting economic growth, creating more jobs, and improving the living standards of workers. However, only 47.38% of the VND500 trillion total earmarked for public investment this year has so far been disbursed.

The slow pace of public investment disbursement will therefore affect the implementation of national socio-economic development targets for both this year and next year as well, PM Chinh told ministers and leaders of 53 cities and provinces attending a national conference held online on September 28.

He requested that ministries, agencies, and localities strive to step up the pace of disbursement, with a primary focus on enhancing the efficiency of public investment and strengthening supervision in order to prevent corruption.

Minister of Planning and Investment Nguyen Chi Dung reported that only four ministries and 11 localities have disbursed over 60% of their allotted sums, while 15 ministries and centrally-run agencies and 23 localities have returned the allotted sums to the State budget.

The Minister attributed the slow pace of capital disbursement to several factors, mainly relating to land acquisition, bidding, policy changes, the capacity of investors and contractors, along with capital payment procedures and the impact of COVID-19.

In conclusion, PM Chinh requested that localities better control the COVID-19 outbreak and remove obstacles that hinder capital disbursement, including land acquisition, in order to obtain the highest possible disbursement rate.

He asked them to cut down on cumbersome administrative procedures, apply information technology, and promote digital transformation as a means of saving time and costs for both contractors and investors in implementing their projects.

The Government leader also requested that ministries, agencies, and localities publicise the disbursement of their investment capital through the mass media in order to learn and further promote the process of capital disbursement.
