Politburo resolution positions overseas Vietnamese as strategic national resource
VOV.VN - The Politburo has issued a new resolution on overseas Vietnamese affairs, recognising the country's more than 6.5 million overseas nationals not only as an inseparable part of the nation but also as a strategic resource for national development and an important bridge connecting Vietnam with the world.
Resolution 23, signed by Party General Secretary and State President To Lam on August 2, replaces the Politburo’s 2004 Resolution, reflecting significant changes in the size, profile and contributions of the overseas Vietnamese community over the past two decades.
According to the Politburo, the overseas Vietnamese community now includes a growing number of highly qualified professionals, scientists, entrepreneurs, skilled workers and young talents, many of whom hold important positions in the political, economic and scientific sectors of their host countries.
The resolution notes that most overseas Vietnamese continue to maintain close ties with their homeland, preserve Vietnamese cultural identity, strengthen friendship between Vietnam and other countries, and make practical contributions to national development.
From community support to strategic partnership
One of the resolution’s most significant changes is a shift in policy thinking. Rather than focusing primarily on mobilising and supporting overseas Vietnamese communities, the new approach emphasises partnership, enabling policies and resource mobilisation, creating more opportunities for overseas Vietnamese to contribute to Vietnam’s development and international integration.
The resolution reaffirms that overseas Vietnamese are a special and integral part of Vietnam's great national unity, regardless of ethnicity, religion, background or social status. They constitute an important strategic resource that strengthens the country's overall national capacity, an effective bridge between Vietnam and the international community, and a key partner in national development and safeguarding national interests.
It also reiterates the Party and State’s commitment to protecting the legitimate rights and interests of overseas Vietnamese while promoting national reconciliation, overcoming historical divisions and fostering unity for the future.
The resolution maintains that overseas Vietnamese affairs are the responsibility of the entire political system, as well as Vietnamese people both at home and abroad. It calls for a coordinated, long-term and flexible approach that builds on the strengths of ministries, agencies and localities while respecting the laws, customs and practices of both Vietnam and host countries.
The Politburo stresses the need to strengthen patriotism, national pride and aspirations for national development as a foundation for reinforcing the great national unity bloc.
Building a global network of Vietnamese talent
The resolution sets the goal of fostering a legally secure, well-integrated and stable overseas Vietnamese community, alongside preserving the Vietnamese language and cultural identity. It also envisions overseas Vietnamese serving as cultural ambassadors who help promote Vietnam’s image, people and values internationally.
A key priority is the development of breakthrough policies to better connect and leverage overseas Vietnamese resources.
These include building a global network linking Vietnamese experts, scientists, entrepreneurs, artists and young professionals abroad, enabling them to contribute more effectively to economic development, science and technology, innovation, education, health care and digital transformation.
The overarching objective is to encourage greater contributions from overseas Vietnamese while strengthening their role as a bridge for international cooperation and enhancing Vietnam's soft power and global standing.
Seven key tasks
To achieve these objectives, the Politburo outlines seven major tasks. They include improving public awareness of overseas Vietnamese affairs, refining policies to better leverage the community’s potential, and fostering a united and well-integrated overseas Vietnamese community with strong ties to the homeland.
It’s imperative to mobilise overseas Vietnamese resources for sustainable development and national defence, preserve the Vietnamese language and cultural identity while strengthening engagement with younger generations, enhance the community's role in external communications, and improve institutional coordination and capacity for overseas Vietnamese affairs.
The Politburo has instructed Party committees, ministries, agencies and localities to promptly implement the resolution within their respective responsibilities and strengthen oversight of its implementation.
Currently, more than 6.5 million Vietnamese live in over 130 countries and territories worldwide.
