National Assembly chairman stresses results-driven legislative reform
VOV.VN - National Assembly Chairman Tran Thanh Man has called for a more results-oriented approach to legislative work, urging lawmakers to strengthen institutional reform, tighten discipline and focus on the practical impact of laws and policies.
Speaking at a leadership meeting with National Assembly agencies and the National Assembly Office on July 6, the top legislator outlined priorities for the second half of 2026, placing greater emphasis on higher-quality policy advice, more effective implementation and greater initiative across the legislative system.
He said the growing volume of legislative and oversight work requires the National Assembly to improve not only the quality of lawmaking but also the effectiveness of policy implementation, ensuring that legislation delivers tangible benefits rather than merely fulfilling procedural requirements.
Institutional development, he said, should be the legislature’s central task. Every law and resolution should help remove bottlenecks, promote socio-economic development and address practical challenges facing the country.
He also called for stronger oversight of policy implementation, urging National Assembly bodies to place greater emphasis on monitoring outcomes and ensuring accountability after legislation is enacted.
Digital transformation was identified as another strategic priority. He said digital technologies, including artificial intelligence, should become an integral part of the National Assembly’s operations, helping streamline procedures, reduce administrative burdens and improve decision-making through more effective use of data.
Throughout his remarks, the National Assembly chairman stressed that legislative work should be assessed not only by whether it follows established procedures, but also by the value it creates in practice and the responsibility demonstrated during implementation.
His comments come as the Vietnamese legislature enters a period of intensified institutional reform, with lawmakers expected to play a central role in implementing major policy priorities during the first year of the 16th National Assembly’s term and following the resolutions of the 14th National Party Congress.
