National Assembly approves zero tolerance policy for drink driving
VOV.VN - The National Assembly has decided to impose an absolute ban on alcohol consumption for drivers (zero tolerance policy) after approving the Law on Road Traffic Order and Safety in Hanoi on June 27.

The law was supported by 388 out of 450 deputies attending the plenary session on June 27.
Article 9 of the law outlines prohibited behaviors, including driving a vehicle on the road with alcohol in the driver’s blood or breath.
In a report to the National Assembly, Le Tan Toi, chairman of the National Assembly’s National Defense and Security Committee, noted that the absolute ban on alcohol concentrations is not new, as it inherits from the 2008 Road Traffic Law shows consistency with the 2019 Law on Prevention and Control of Harmful Effects of Alcohol Beverages.
The absolute ban on alcohol consumption for drivers is a contentious issue that has grabbed the headlines domestically in recent times.
During the June 21 session, the National Assembly Standing Committee asked National Assembly deputies to give opinions, with 293 out of 388 deputies backing the policy and 95 deputies suggesting a drinking driving limit.
Following the vote, the National Assembly Standing Committee held that the absolute ban is to best protect people’s lives, health, and property, as well as society’s resources.
The Standing Committee also requested that the Ministry of Health regulate how to determine alcohol concentrations, and concentrations of endogenous ethanol in the peripheral venous blood of healthy individuals.
