National Assembly approves amended Housing Law

VOV.VN - With a majority of votes in favour, the National Assembly approved the amended Housing Law at the ongoing sitting in Hanoi on November 27.

The law, that sailed through the legislature with 423 votes in favour, 34 against and 11 abstentions, stipulates that the Vietnam General Confederation of Labour is the governing body of social housing projects for employees who are eligible for the rental housing policy. The capital for implementing these investment projects is sourced from the trade unions.

The law also regulates the planning and arrangement of land fund for projects to build houses for workers inside industrial parks. The Government is tasked with regulating conditions to ensure environmental safety, scale and ratio of land area for developing worker accommodation in industrial parks.

Before the law approved, deputies had given different opinions on the development of mini apartments for sale and lease following recent deadly fires in big cities. Several deputies said the draft regulations are too strict and difficult to enforce in reality.

To redress shortcomings and ensure a sufficient supply of houses for low-income earners, the national Assembly Standing Committee agreed that the Ministry of Construction and provincial/municipal People’s Committees would regulate conditions on the building and fire prevention of such apartments.

The Housing Law is scheduled to take effect as of January 1, 2025.
