National Assembly advances legal reform with 171 legislative priorities

VOV.VN - Vietnam’s National Assembly has identified 171 key legislative tasks and eight major policy directions for its 2026-2031 tenure, placing priority on constitutional review, institutional reform, and the modernisation of the country’s lawmaking framework to support national development.

The priorities were announced at a conference held by the National Assembly Standing Committee in Hanoi on June 16 to implement the legislative orientation for the 2026-2031 tenure.

The legislative agenda aims to translate into practice key directives issued by the Party leadership, including Conclusion No. 17 of the Politburo, the National Assembly Party Committee’s legislative project, and the Standing Committee’s implementation plan for the whole legislative term.

According to the legislative orientation plan, legislative work during the 16th National Assembly tenure will be guided by six overarching principles and six core requirements designed to ensure the Party’s leadership in developing and improving the legal system while promptly institutionalising policies and development strategies for the new stage of national development.

A notable feature of the legislative agenda is the task of studying, reviewing, and comprehensively revising the 2013 Constitution in line with the country’s evolving development requirements.

The scheme outlines eight major legislative directions accompanied by 171 specific tasks to be implemented throughout the tenure.

The legislative priorities focus on further improving institutions that support socio-economic development, creating a comprehensive legal framework for key sectors, and promoting rapid and sustainable growth in line with the goals set out in the documents of the 14th National Party Congress and other strategic national development resolutions.

One of the central objectives is to fundamentally reform lawmaking approaches by moving away from restrictive regulatory thinking toward a development-oriented model that places citizens and businesses at the centre of public service delivery.

The agenda also emphasises stronger mechanisms for power oversight, greater accountability, and more effective prevention of corruption and misconduct in the legislative process.

According to the scheme, legislative work should combine a long-term strategic vision with clearly defined priorities while remaining closely linked to broader legal and judicial reform efforts. The agenda is also intended to align with initiatives aimed at improving the structure and effectiveness of Vietnam’s legal system.

Speaking at the conference, National Assembly Vice Chairman Nguyen Khac Dinh stressed that implementing the legislative orientation for the 16th tenure is of special importance in achieving national development goals and realising the objectives of the 14th National Party Congress.

He described the initiative as a major political task requiring coordinated participation from all levels of government and the political system to ensure the quality, efficiency, and timely implementation of legislative work.

The scheme also adopts a flexible and open approach, allowing relevant agencies to regularly review, update, and adjust legislative priorities in response to changing socio-economic conditions and newly issued Party policies.
