The capital moved to suspend all non-essential services on July 13, including restaurants, hair salons, entertainment activities, physical exercises and large gatherings in public places. A surge in positive case numbers has prompted the Hanoi administration to adopt tighter prevention measures in an effort to keep the virus at bay. Despite the enforcement of these regulations, many people can still be seen in the capital gathering in large groups and flocking to Hoan Kiem lake to take part in exercise. People continue to gather together as they take part in exercise without using a face mask and ensuring the minimum safety distance as required. With barriers erected in order to prevent citizens from doing exercise in restricted areas, people still seeks way to go inside. Throughout the streets around West Lake people can be seen gathering in crowds to chat and hang out. A fruit stall remains open despite the latest COVID-19 guidelines. An iced tea stall operating on the pavement on Duong Dinh Nghe street is crowded with people in spite of the capital’s order to avoid all unnecessary gatherings. People gather at the gate of the National Hospital of Obstetrics and Gynecology without maintaining a safe distance and donning face masks. Some eateries situated around the hospital place chairs on the pavement in order to welcome customers. In high-risk areas such as wet markets, many people can be spotted ignoring COVID-19 pandemic prevention and control measures. Sellers and buyers do not abide by rules about wearing face masks in public. People even fail to maintain a safe distance from each other. VOV
