Hanoi Twin Towers 99 is planned with a total floor area of around 880,000 sq m, excluding basement space, and an expected site coverage of about 35%. The project will be a multifunctional complex built to international standards, featuring a convention center, performing arts center, casino, shopping mall, Grade A offices, a six-star hotel and high-end apartments.

Recently, a consortium comprising Kim Lien Tourism JSC, Thaiholdings JSC and Thai Son Investment and Construction JSC, a member of Vingroup, has proposed that the Hanoi People's Committee consider and approve the proposal to study the planning and prepare an investment project for Hanoi Twin Towers 99. The “golden land” at 7 Dao Duy Anh Street is currently home to Kim Lien Hotel and several other facilities and service buildings.

Many buildings within the complex are currently used for a mix of accommodation, residential and hotel service purposes.

Kim Lien Hotel was established in 1961, originally known as Bach Mai Hotel. It was later renamed Kim Lien Specialists Hotel and placed under the Office of the Prime Minister (now the Government Office), serving foreign experts working in Vietnam. The hotel later expanded its operations to serve a wider range of guests.

Under the proposed plan, the project will occupy a 3.5-hectare site at 5-7 Dao Duy Anh Street in Hanoi, with an estimated investment of US$3 billion-$3.5 billion. The complex will stand about 568 meters tall and, if built as proposed, will become the world's tallest twin-tower complex.

Meanwhile, the site at 5 Dao Duy Anh Street is currently used for commercial, business and service activities.

The project is also proposed as part of plans to upgrade the urban landscape around the Le Duan Street-Kim Lien underpass intersection, helping complete the streetscape along the 90-meter-wide road linking the Kim Lien underpass interchange with National Highway 1A.

Kim Lien Hotel also hosts numerous domestic and international conferences and events, and offers amenities including tennis courts, a swimming pool, a sauna, massage services and parking.

Within the complex, various spaces are also leased for cafes, restaurants, pickleball courts and other business and entertainment activities.

In addition to the goal of becoming the world's tallest twin-tower complex, Hanoi Twin Towers 99 is proposed with ambitions to set several other world records, including the world's highest tropical garden, the world's highest Digital Art Museum, the world's highest pair of helipads and the world's largest Sky Ballroom.

Under the consortium's plan, the project is expected to break ground on September 2, 2026, and be completed in the third or fourth quarter of 2030. However, the timeline remains subject to competent agencies' review and approval of the investment policy, planning and related legal procedures.
