The move enables the Ministry of Industry and Trade (MoIT) to have more time to scrutinize the documents and information related to anti-dumping claims of the Chinese steel coils and sheets.

The MoIT’s Trade Remedies Authority of Vietnam said it had received the documents from local entities and their request for the investigation on May 3.

On June 20, the authority confirmed in an official dispatch that the documents are sufficient and appropriate to regulations prescribed in the Law on Foreign Trade Management.

Article 70 of the law stipulates that 45 days after the documents are confirmed valid, the Minister of Industry and Trade, based on the proposal of the investigation agency on trade remedies, decides whether a probe will be opened or not.

The minister could defer the decision one time and for no longer than 30 days in some special occasions.

Given this, the decision of opening an anti-dumping investigation into the Chinese carbon steel coils and sheets is slated for September 3.

A large number of goods originating from China have been subject to anti-dumping probes and duties. They include products made from aluminium, alloy, and non-alloy steel, color-coated steel sheets, plastic products, and Biaxially Oriented Polypropylene (BOPP) films.
