Agricultural businesses face growing trade remedy challenges
VOV.VN - Policymakers, experts and business leaders will share practical experience and discuss solutions to help agricultural businesses strengthen their capacity in response to an increasing number of trade remedy investigations in export markets, at a workshop in Can Tho City on June 25.
The workshop themed “Agricultural Businesses Amid the Rising Wave of Trade Remedy Investigations” will be jointly organised by Voice of Vietnam (VOV), the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, the Can Tho Department of Industry and Trade, and the Can Tho Department of Agriculture and Environment, with support from the Agriculture Bank Insurance Joint Stock Corporation (ABIC).
According to experts, alongside Vietnam’s expanding agricultural exports and growing market share in major destinations, agricultural enterprises are facing an increasing risk of trade remedy measures, including anti-dumping, countervailing and safeguard investigations. While such measures were once concentrated mainly in industrial sectors, they are now being applied more frequently to agricultural products, processed foods and seafood exports.
The growing use of trade remedy instruments has become a global trend as countries seek to protect domestic industries and respond to economic and trade uncertainties. As Vietnam participates in numerous free trade agreements (FTAs) and continues to expand its footprint overseas, the likelihood of Vietnamese products becoming subject to investigations is expected to increase.
In recent years, products such as honey, seafood, wood products and processed agricultural goods have faced trade remedy measures or import monitoring programmes in several foreign markets. These developments have increased compliance costs and intensified competitive pressure on exporters.
Experts note that many enterprises, particularly small and medium-sized businesses, still face challenges related to legal knowledge, case-handling experience and the ability to meet investigation requirements. In addition, limitations in data management, accounting systems and product traceability can make it difficult for companies to provide the information requested by foreign investigating authorities, potentially leading to unfavourable outcomes.
At the same time, new requirements concerning sustainable development, carbon emissions reduction, traceability and origin fraud prevention are increasingly being incorporated into international trade policies. These trends require businesses to strengthen corporate governance, improve supply-chain transparency and comply with stricter international standards.
To minimise risks, government agencies are stepping up early-warning activities, awareness programmes and support initiatives aimed at helping businesses enhance their preparedness for trade remedy cases. Experts recommend that exporters closely monitor developments in key markets, stay updated on import regulations, standardise data management systems and strengthen linkages across production chains.
In the context of intensifying global trade competition, trade remedies are no longer viewed solely as legal issues but as an increasingly important component of sustainable business development strategies. Proactive preparation is expected to help Vietnamese agricultural enterprises better protect their export markets and enhance competitiveness in the global marketplace.
