Canada's 41st parliament officially opened June 3 afternoon as Governor General David Johnston delivered the Speech from Throne which outlines the ruling Conservative Party's plan for the next four years of majority rule.

The speech, which was prepared by the Prime Minister Stephen Harper but read by Johnston in the name of the Queen of Canada, focused on key priorities addressed by the Conservatives in its election campaign platform.

The speech, read by Johnston in the Senate Chamber on Parliament Hill, specifically covers several areas with the economy remaining the government's top priority.

The speech also confirmed that the Conservatives intend to hold a parliamentary debate about Canada's involvement in the NATO-led mission to Libya.

The Throne Speech came a day after MPs gathered in the House of Commons, where they elected a new 32-year-old Speaker, Andrew Scheer, the 35th and youngest in the House's 144-year history.

The House will begin its routine proceedings on June 6 when Finance Minister Jim Flaherty will unveil the federal budget, a more substantial document than the Throne Speech, though it is expected to be similar to the one he tabled in March before the Harper government was defeated, triggering the last election.

Harper's Conservative minority government was defeated on March 25 by the opposition parties in a non-confidence vote in the House of Commons, which found the government in contempt of the parliament.

The 40th parliament was dissolved the following day, and Canada's 41st federal election, the fourth in the past seven years, was held on May 2 with a surprising result: the Conservative Party became majority with 166 seats, the NDP rose up to the official opposition party with 103 seats, the Green party won its first seat, while the seats for the Liberal Party and the Bloc Quebecois dropped from 77 to 34 and from 47 to 4, respectively.
