Aroca was speaking at a reception in Hanoi on June 24 given by his Vietnamese counterpart Pham Binh Minh.
He expressed his admiration for late President Ho Chi Minh as well as Vietnam’s significant achievements in its past struggle for national liberation and current national construction and defence.
He pledged to create more favourable conditions for Vietnamese businesses to penetrate Ecuador, especially in the fields of telecommunications, and oil and gas exploitation.
For his part, FM Minh affirmed that Vietnam attaches importance to strengthening friendship and multifaceted cooperation with Ecuador and other countries in Latin America.
The two sides exchanged notes on regional and international issues of mutual concern and voiced support for each other in international and multilateral forums, such as the United Nations, the Non-Aligned Movement (NAM), and the Forum for East Asia and Latin American Cooperation (FEALAC).
They also agreed to promote exchange visits by senior officials, increase the effectiveness of their diplomatic representative offices in both countries, and boost cooperation in trade, investment, agriculture, transport, tourism, science and technology.
After their talks, the two Ministers signed a Memorandum of Understanding on mechanisms for economic cooperation in the Pacific rim.
The same day, Prime Minister Nguyen Tan Dung received the visiting Ecuadorian diplomat.
